Pay up to Rs 5,000/yr to park in front of your house

As the first step, DULT will prepare the draft area parking plans for various zones in Bengaluru, which will be finalised with concurrence of BBMP and Bengaluru Traffic Police. The plan includes all types of parking such as off-street, on-street, park-and-ride, residential parking etc. The parking fee will depend on the location.

Almost all places including commercial areas, residential zones will be covered under the pay and park system, while the policy has also laid down guidelines on roads where the parking should be completely banned. As per the policy, parking in front of one’s home will be allowed only after obtaining an annual permit. The government has fixed Rs 1,000 per year for small cars, Rs 3,000 to Rs 4,000 for medium cars and Rs 5,000 for MUVs and SUVs for residential parking permits.

Permit system will be introduced on a pilot basis in some selected areas. “People shall be able to purchase parking permits on a quarterly or annual payment basis and these can be renewed at the end of the term. It will serve as an authorization to occupy the designated parking areas in the locality,” the policy states. “A permit does not guarantee a parking spot but only authorizes the permit holder to park on the road for which the permit is allotted, if space is available.”

Other conditions include: permits are issued for a particular street and cannot be used to park elsewhere. Permit is given to a vehicle and not person. Permit holder needs to mandatorily reside on the road for which permit is issued.

Each applicant may only apply for permit for one vehicle. Permits shall not be issued to applicants residing in buildings that are in violation of the Approved Building Plan/ Zonal Regulation etc.

The policy has also given provision for monthly parking pass for the benefit of regular users of off-street parking lots and bulk parking fee to facilitate shared mobility operators and e-commerce delivery agents. Off-street parking mainly includes multi-floor parking complexes.

The minimum base parking fee may be set at to and fro public transport fare (of BMTC bus) for an 11km trip (average one-way trip length in Bengaluru) to incentivize commuters to use public transport, as per the policy. The policy also lays down guidelines for school transport vehicles, construction vehicles, inter-city vehicles and freight vehicles etc.

The policy however has been silent on asking for proof of parking from new vehicle buyers. Experts, however, state that the policy should have linked the permit fee of residential areas to the guidance value. The charges, they said, are ridiculously low and uniform across the city.
